The September Visa Bulletin landed with a thud for EB-5 investors. After months of forward movement, priority dates for China and India froze in place:
China (Unreserved): December 8, 2015 (no change)
India (Unreserved): November 15, 2019 (no change)
All Other Countries: Current
Meanwhile, the set-aside EB-5 categories — Rural, High Unemployment, and Infrastructure — remain current for all countries. For qualified investors, this continues to be the fastest path to a U.S. green card.
Why Did the EB-5 Visa Bulletin Stall?
Several factors explain the September slowdown:
End of Fiscal Year Squeeze: September closes out FY 2025. Visa numbers across employment-based categories are nearly maxed out, leaving little room for forward movement.
August’s Big Gains: Last month, EB-5 unreserved categories surged forward: China by nearly two years and India by six months. That kind of acceleration almost always slows the following month.
